The City of College Park offers a variety of parking permits, including residential parking permits and visitor passes.

RESIDENTIAL PARKING PERMITS

Many residential areas of the City of College Park have established Residential Permit Parking through City ordinances.  A residential parking permit is required for any vehicle parking in a permit-restricted area during the posted hours of enforcement. Prohibited Vehicle Parking

The City Code prohibits certain vehicles from parking at any time on residential streets and all other streets during certain times.  Please click here to see the City code for the types of vehicles and the restrictions. 

RVs, campers, boats or trailers cannot be parked overnight on City residential streets.  To apply for an exception, please contact Parking Enforcement at 240.487.3520 and submit this form. 


FAQs

How much does it cost for a residential parking permit? 
They are free of charge. 

I lost my residential or visitor parking permit, how much does it cost to replace it? 
The residential parking permits and visitor parking permits are free of charge. Replacements can only be issued twice a year (fiscal or calendar depending on the permit). 

Can I get a visitor parking permit?
For all residential permit parking areas (except for Zone 4 and 6), you can get up to 2 re-usable visitor permits. For Zone 4, you can get up to 4 re-usable visitor permits. For Zone 6, permits are valid and dated for only one calendar day and cost $1 per permit per day. Be sure to request your visitor permits when applying for your annual residential parking permit (it’s on the form). Forgot to request them when you applied? Contact the City’s Parking Enforcement at 240.487.3520 to request one. Each visitor parking permit costs $1. 

How do my visitor parking permits work? 
It’s just like having a residential parking permit, but for your guests. Make sure to follow all guidelines and parking restrictions for your visitor permits. 

Are my residential or visitor permits valid at City meters, the University, Metro or the Downtown Garage?
No. Residential parking permits (including visitor permits) are only valid in your residential zone.

Maryland Non-Resident Permits

(FOR STUDENTS, THOSE ON TEMPORARY WORK ASSIGNMENTS AND ACTIVE MILITARY)

The non-resident permit allows you to keep the vehicle in the state of Maryland without transferring the title and registration from your state to Maryland. Maryland state law prohibits out-of-state vehicles from remaining in Maryland for a period of more than 60 days without obtaining a Maryland Non-Resident permit or registering the vehicle in Maryland.  For more information about Maryland Non-Resident Parking Permits, who are eligible for the permit and how to get one, please visit the Maryland Motor Vehicle Administration’s website here.

All non-Maryland residents with Out-of-State tags must fill out and provide the MVA Non-Resident Permit when applying for parking permits.

You can purchase a Maryland Non-Resident permit for $27.00 (plus a $4 surcharge) at City Hall.

After you’ve applied for a Maryland Non-Resident Permit, you can then apply for a City Residential Parking Permit.

Active-duty military personnel living in the City are exempted from Maryland Non-Resident Permit enforcement by the City, provided the service member's duty station is in Maryland, DC or Virginia and can provide orders that confirm such. This exemption does not include civilian spouses or family members. 

Monthly Pre-Paid Parking Permits

Most monthly pre-paid parking permits are for residents or employees in need of parking who have no off-street parking available.  These permits are sold to eligible applicants on a monthly first-come first-served basis.

Monthly Pre-Paid Parking Permits are non-refundable and non-transferable because they are vehicle tag or license plate specific.

Sales of these permits begin Monday of the last full week of the previous month. Quantities are limited. Permit costs are not prorated based on date of purchase.

Make sure to display your permit properly – failure to do so may result in a citation.

  1. St. Andrews Church Parking Lot

The St. Andrews Church Parking Lot (7500 block of Yale Avenue) monthly pre-paid parking permit is open to employees of Downtown area businesses and costs $40 per month.

  1. Hartwick Road & Knox Road

Hartwick Road and Knox Road monthly pre-paid parking permits are available only to verified residents of the College Park Towers apartments (4330 Hartwick Road) and 4313 Knox Road and costs $40 per month. Proof of residency via a signed lease agreement is required for application. 

Hartwick Road monthly permits are valid for use only at the single space parking meters on the 4300 and 4400 blocks of Hartwick Road. 

Knox Road monthly permits are only valid in reserved parking spaces on Knox Road in front of the College Park Towers Apartments that are marked with signs that state “Monthly Permit Parking Only.”

  1. Zone 11/11A

Zone 11/11A monthly pre-paid parking permits are available only to verified residents of the following apartment communities: Terrapin Row, Graduate Gardens, the Kane Properties and the remaining Knox Box apartments that are not owned by the University of Maryland. Proof of residency via a signed lease agreement is required for application. This permit is only valid in the designated zone 11 or 11A areas as marked with signs.

City Parking Meters

City parking lots and on-street meters are enforced Monday through Saturday, from 8:00 a.m. to 10:00 p.m., except on City observed holidays.

The cost of parking at downtown area meters or electronic pay station locations is $1.00 per hour. Electronic Pay Stations accept bills, coins and credit or debit cards from VISA, MasterCard, American Express or Discover.

Handicap tagged or placarded vehicles parking on meters or pay station locations are permitted twice the limit of the meter, not to exceed four (4) hours unless parked in the Municipal Garage. If parked in the Municipal Garage, Handicap tagged or placarded vehicles may park all day for free, with no overnight parking permitted.

Electric Vehicle Parking

There are several Electric Vehicle (EV) charging stations for the public to use within the City. Two are located in the City’s Downtown Parking Garage; two are located at City Hall in the parking area directly behind the building on Yale Avenue, and one EV charging station is located at the Department of Public Works, 9217 51st Avenue. Users can charge their vehicles during the paid time frame at these charging locations. 

Downtown Parking Garage 

The Downtown Parking Garage, located on at the corner of Knox Road and Yale Avenue is a public use garage in the heart of the City’s downtown area.

Parking garage meters are enforced Monday through Saturday, from 8:00 a.m. to 10:00 p.m., except on City observed holidays {link}. Pay stations and rates are the same as other City parking meters or lots.

Special Event Parking Permits for Residential Areas

Special Event permits are available for special events such as large family gatherings or reunions, parties, funerals and wakes, or other special occasions.

Please call the Parking Enforcement Division at 240.487.3520 during business hours for more information. A minimum of 24-hours advance notice is required.
