On Wednesday, May 27, Governor Hogan announced that due to successful Stage One re-openings across the state and improvements in key data and metrics, the State of Maryland can safely move forward with the completion of Stage One of the ‘Maryland Strong: Roadmap to Recovery,’ which includes the resumption of outdoor dining and outdoor activities such as youth sports and youth day camps, and the re-opening of outdoor pools and drive-in movie theaters effective Monday, June 1. Stage One will continue to be implemented with a flexible, community-based approach that empowers individual jurisdictions to make decisions regarding the timing of re-openings.
On Thursday, May 28, Prince George’s County Executive Angela Alsobrooks announced she will be lifting the stay-at-home order and will begin an incremental, modified Stage One re-opening for Prince George’s County effective Monday, June 1. Beginning Monday, June 1, highlights include:
- Face coverings must be worn inside all businesses and businesses must continue to enforce social distancing;
- Retail stores may reopen with curbside pick-up only;
- Manufacturing may reopen with appropriate social distancing, use of personal protective equipment (PPE), and the following of CDC guidelines;
- Barber shops and hair salons may reopen for hair services by appointment only with one (1) customer per 200 square feet, use of PPE by employees and customers, and the following of CDC guidelines. Customers will not be allowed to wait inside the establishment for their appointment;
- Restaurants may open with outdoor dining only with no more than six (6) people seated at a table. Tables must be at least six (6) feet apart and no more than 50 people will be permitted at the restaurant regardless of space. Employees must receive health screenings prior to their shifts and CDC guidelines must be adhered to. All employees must wear face coverings and restaurants must have hand sanitizer and appropriate hand-washing facilities available;
- Houses of worship may reopen for gatherings of ten (10) people or less or continue virtual services;
- Farmers Markets may reopen for carry-out only and must maintain proper social distancing, face coverings, and the following of CDC guidelines;
- Childcare facilities may reopen for essential employees and employees who are returning to work. Face coverings and gloves must be worn by all employees, social distancing and CDC guidelines must be adhered to;
- Car washes may reopen with automated systems – drivers and passengers must remain inside the vehicle at all times;
- Parks, golf courses, and tennis courts remain open with appropriate social distancing measures in place; basketball courts, playgrounds, fitness facilities, and pools will remain closed; and
- Prince George’s County Government buildings remain closed to the public and employees continue to telework.

All City buildings and facilities remain closed to the public. This includes City playgrounds, fit lots, and ball courts.

As a reminder, Seniors Transportation Services remains in service by appointment only for essential trips (medical appointments or medications which are vital or to purchase items that are essential for subsistence within the next 7-14 days only). Please call 301-345-8100 to make an appointment.
The City encourages restaurants to open with outdoor seating and will work with businesses and property owners to facilitate increasing space for seating, including, where feasible, to use part of the street right-of-way.

On Wednesday, May 13, Governor Hogan announced that he will replace the state’s Stay-at-Home order with a Safer-at-Home public health advisory effective Friday, May 15 at 5:00 pm. Governor Hogan is providing for a community-based approach that empowers county leaders to make their own decisions on timing of Stage One re-openings.
On Thursday, May 14, Prince George’s County Executive Angela Alsobrooks enacted an executive order declaring the continuation of a local state of emergency for Prince George’s County (which includes College Park). Prince George’s County has more than 10,400 confirmed positive cases of COVID-19 and has the highest number of confirmed cases in the State of Maryland. This means that residents (including College Park residents) must continue to stay at home unless leaving for an essential job or reason.
In response to the Prince George’s County Executive’s order, City services and practices will remain as they were from the last notice issued on May 1.
As a reminder, all City buildings and facilities are closed to the public. This includes City playgrounds, fit lots, and ball courts.

One month ago Governor Hogan issued an executive order stating that residents must stay at home unless leaving for an essential job or reason. In response to this executive order, the City directed all non-essential City staff to distance themselves at home and not report to work at City facilities. Staff unable to work from home have been provided paid administrative leave.
Additionally, the City closed all City buildings and facilities to the public. This includes City playgrounds, fit lots, and ball courts. Many events, activities and City services have been suspended or modified due to the pandemic, and most of these changes remain in place.
However, the City has determined that certain services are essential or can be provided with no risk to City staff or the public. Therefore, effective Monday, May 4, 2020 the City will resume the following services on a modified schedule to ensure compliance with social distancing guidelines set forth by the government:
- Animal Control
- Bulk trash and yard waste
- Compost and mulch sales
- Electronics and white goods collection
- Exterior code enforcement
- Parking enforcement

On Monday March 30, Governor Hogan issued an executive order that included a Stay at Home directive effective at 8:00 p.m. The order states that residents must stay at home unless leaving for an essential job or reason, such as obtaining food or medicine, seeking urgent medical attention, or for other necessary purposes (more information can be found here). The number of confirmed cases of COVID-19 in Maryland increases daily, as does the death toll. The Center for Disease Control (CDC) has recommended steps to prevent and slow community spread of the virus. The City is following this guidance and continues to help distribute this information through our various media.

VeoRide’s shared bikes and scooters are still operational in the City of College Park. A no-ride zone has been implemented on campus temporarily due to the University of Maryland transitioning to online classes. Micro-mobility can serve as an alternative to other forms of public transportation and there are some steps you can take to protect yourself:
- Wipe down any shared surface with disinfectant before and after taking a ride
- Wash your hands with soap before and after taking a ride
- Consider wearing gloves as a precaution

Today, Governor Hogan issued an Executive Order that closed more “non-essential businesses” in the state due to the outbreak of the novel coronavirus disease (COVID-19). However, government agencies and many other businesses are permitted by the Order to continue to provide services. The City has already taken considerable action to protect the health and safety of City staff and residents. We will continue to operate from home, by phone, and online.
All City offices are closed to the public but services will continue to be provided via telework or minimal in-house staffing. All non-essential City staff have been directed to work from home if possible, and to practice social distancing at all times. City staff reporting to work in the field or in City buildings include contract police; certain Department of Public Works staff (to collect trash and recycling); Code Enforcement, Parking Enforcement and Animal Control, all with limited duties; and some Administration staff.

Our parks are open but please:
- Do not gather in groups of more than 10 or get closer than six feet from other people.
- Do not touch any surfaces that are likely to be touched by other people.

MARCH 16, 2020 UPDATE
The City of College Park continues to prepare for and monitor the coronavirus disease 2019 (COVID-19) outbreak. The City is following Centers for Disease Control and state and county health departments guidance. As a reminder, the CDC recommends that the general public continue to practice everyday actions (like washing hands often and staying home if sick) to prevent illness. Many City services like ticket payments, permits, applications, scheduling of special trash collections, ordering of compost, and more can be done via our website (www.collegeparkmd.gov) or via phone (240-487-3500). We encourage our residents to utilize those resources prior to visiting any City facility.
To reduce the risk of transmission to our residents and staff, the City has directed eligible employees to telework, if reasonable, and has consolidated or suspended services that require direct interactions including in-home consultations, inspections, and in-person meetings. City Mayor and Council meetings will be held virtually starting March 17, 2020 until further notice (noted below).
Due to this continually evolving and unprecedented situation, and to adhere to the latest executive orders from Governor Larry Hogan, the City is announcing further changes to its services and activities. The safety of our residents and staff are our foremost concern.
We regret to announce the cancellation or suspension of the following events, activities and services until further notice:
- All events, Seniors Program activities and community meetings;
- All Department of Youth, Family & Services group meetings (including the Lakeland STARs tutoring program, Hispanic Parent Support Group, therapist-led school groups);
- Public use of City facilities (including rentals);
- Monthly City Board and Committee Meetings;
- Notary services; and
- Department of Youth, Family & Senior Services client meetings/sessions.
The following services and activities will be modified until further notice:
- Mayor and Council meetings will now be held virtually. Residents can watch or participate in the meetings via WebEx by downloading the app. The City will provide the link, meeting number and password to participate via the City’s website and social media. A call-in number will also be provided and made available.

- All City buildings will be closed to the public with the exception of the windows at City Hall (8400 Baltimore Avenue Suites #375 and #340) and at Davis Hall during normal business hours only;
- All in-person meetings/consultations will be decided on a case by case basis, done via telephone or postponed;
- City fields and recreational facilities are open, however all gatherings, games, and sporting events must be kept to under 50 people per the Governor’s executive order;
- Only external property Code compliance and inspections will be conducted; and
- Only external patrols and service for City Animal Control will be conducted.
As of now, the following services and activities will continue and not be disrupted:
- Police patrols and emergency response;
- Regular trash, recycling, bulk trash, and yard waste collections;
- Compost pickup and deliveries;
- Seniors Transportation Services for essential trips (medical appointments or medication which are vital or to purchase items that are essential for subsistence within the next 7-14 days grocery or medical trips only);
- Application submission and processing for City building permits, variance and departures, homeownership grants, Business Assistance grants, and chain-link fence grants;
- Parking enforcement; and
- Department of Public Works April Cleanup Saturdays.
The state and county have initiated measures to help school-aged children and seniors in need access food during this difficult time. As of March 12, 2020 there are 12 confirmed cases of COVID-19 in Maryland, including four in Prince George’s County. The CDC recommends that the general public continue to practice everyday actions (like washing hands often and staying home if sick) to prevent illness. MARCH 6, 2020 - CORONAVIRUS DISEASE 2019
The Centers for Disease Control (CDC), and state and county health departments in Maryland and the greater Washington D.C. area are closely monitoring the outbreak of respiratory illness caused by coronavirus disease 2019 (COVID-19).
The City of College Park is monitoring information from local health departments to ensure we are aware of the latest information and recommended action for our area. We are developing and implementing systems that will enable certain City services to be conducted online or via the phone. To ensure the continuity of services, the City is also identifying services that staff could accomplish remotely if that becomes necessary.
As of right now, there are three confirmed cases of COVID-19 in Montgomery County, Maryland. All three individuals have been quarantined and had contracted the disease from recent travel on the same trip. “This is not a reason to panic,” stated Governor Larry Hogan at the March 5, 2020 press conference announcing the confirmed cases. “Marylanders should go to work or go to school... just as they normally would.”
The CDC considers the general public’s immediate health risk to be low at this time. While there currently is no vaccine to prevent COVID-19, the best way to prevent illness is to avoid exposure. Take the following everyday actions to help prevent the spread of respiratory diseases (including the cold and flu):
- Wash your hands often with soap and water for at least 20 seconds. Use an alcohol-based hand sanitizer that contains at least 60% alcohol if soap and water are not available.
- Avoid touching your eyes, nose, and mouth.
- Avoid close contact with people who are sick.
- Stay home when you are sick.
- Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
- Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe.
- The CDC does not recommend that people who are well wear a face-mask to protect themselves from respiratory diseases, including COVID-19.
- If you are experiencing symptoms of fever, cough or difficulty breathing, please consult a medical professional. It is recommended that you call ahead.
Misinformation about COVID-19 can create fear and hostility that hurts people and makes it harder to keep everyone healthy. Share accurate information from the CDC, state or county health departments.
