Planning & Community Development

OVERVIEW

This Department of Planning & Community Development is organized into three functional areas – planning and zoning, community development, and economic development. The planning program involves the preparation of local plans, as needed, and the coordination of planning efforts with other agencies including the Maryland-National Capital Park and Planning Commission (M-NCPPC), the Washington Metropolitan Area Transit Authority (WMATA), and the University of Maryland. Planning staff review and provide recommendations to the City Council on plans, projects, and development applications within the City and vicinity. The Advisory Planning Commission (APC) is supported by the Planning Department and holds public hearings on applications for zoning appeals and departures. The department also applies for and administers funding from local, state and federal sources to enhance the city as a place to live, work and visit.

PRINCE GEORGE'S COUNTY ZONING ORDINANCE COUNTYWIDE MAP AMENDMENT

The Maryland-National Capital Park and Planning Commission (M-NCPPC) will hold virtual joint public hearings on September 13 and 14 at 5:00 p.m. to solicit comments from the public on the Countywide Sectional Map Amendment (CMA). Public Comment will close on September 29, 2021, and written testimony, comments, and affidavits will be accepted in electronic format only via the Council's Comment portal, rather than by U.S. mail.  For those unable to use the portal at https://pgccouncil.us/Speak comments/written correspondence and affidavits may be emailed to: clerkofthecouncil@co.pg.md.us or faxed to (301) 952.5178.

Written testimony and/or exhibits submitted earlier this year are still valid and do not need to be resubmitted. Written comments may be submitted through the close of business on Wednesday, September 29, 2021, when the record of public hearing testimony will close. Testimony and comments will not be accepted via social media or by telephone/voice mail message.

UPPER MIDTOWN LAND USE AND ACCESS STUDY

The City applied for and received a technical assistance grant in FY20 from the Washington Metropolitan Council of Governments (COG) Transportation Planning Board under their Transportation/Land-Use Connections (TLC) program. Grant funds administered by COG were used to contract with Kittelson and Associates to study the opportunities and constraints for redevelopment in the study area. Due to the global pandemic, a planned stakeholder workshop could not be held so a survey was mailed instead to all properties in the study area and beyond. The final report offers a range of options for redevelopment and recommendations from improved pedestrian and bicycle access.

Current Projects

Age-Friendly Action Plan

 The City of College Park has been accepted into the AARP’s Network of Livable States and Communities Program which requires the adoption of an age-friendly action in certain areas or domains. These areas were selected by the College Park Seniors Committee and include housing, transportation, social participation, health services and community support, and communication and information. A $65,000 technical assistance grant under the Planning Assistance to Municipalities and Communities Program (PAMC) of the M-NCPPC was obtained to hire a consultant team to help perform the work.

Discovery District Multi-Use Transit Access Trail

The City requested and received a technical assistance grant for $60,000 on behalf of the Discovery District Work Group from the Washington Council of Government’ s Transportation Planning Board under their Transportation Land Use Connections (TLC) program. This project will look at the feasibility of providing a pedestrian/bicycle trail to connect the Purple Line stations between East Campus and Riverdale Park.

Lakeland Community Heritage Walking Tour

The Maryland Heritage Areas Program administered by the Maryland Historic Trust granted $15,000 to the City of College Park. The City is contributing another $15,000 and is partnering with the Lakeland Community Heritage Project to expand the Lakeland Historic Walking Tour. New tour content including historic images, research materials, and sound bites will be developed.

Public Art Plan

The Prince George’s Arts and Humanities Council awarded $5,000 to the City to create a public art policy and plan. A public art consultant will be retained to engage the community and draft a proposed plan to guide the process for selecting artists, locating sites and choosing themes.
