Parking Enforcement
Parking Enforcement is located on the main lobby level of City Hall, 4500 Knox Road, College Park, Maryland 20740.Telephone 301-864-5585, FAX 301-699-8029. Office hours are 8:00 a.m.-9:30 p.m., Monday-Friday, and 1:00 p.m.-9:30 p.m., Saturday.
Parking Ticket Payments
Parking tickets may be paid by cash, check, money order or credit card (VISA, MasterCard, American Express, Discover/Novus). Boot fee, MVA release and returned checks must be paid by cash, money order or credit card only (no checks accepted).
Mail payments to, or pay in person at: CITY OF COLLEGE PARK, FINANCE DEPARTMENT 4500 KNOX ROAD, COLLEGE PARK, MD 20740-3390 For payments by check or money order, please indicate the ticket number on your payment. Do not mail cash. Finance Department hours are Monday-Friday, 8:00 am-5:00 pm, except City holidays; telephone 301-277-4286. Payment may also be made at the Parking Enforcement Division (at the same address), Monday-Friday, 5:00 pm-9:30 pm, and Saturday, 1:00 pm-9:30 pm; telephone 301-864-5585. We accept postmark date for purposes of determining timeliness of ticket payment. A drop box is located to the left of the entrance to City Hall for depositing after-hours payments.
To pay with a credit card by mail, please return the entire original ticket and complete the credit card payment section on the back.
To pay with a credit card by telephone, please call the Finance Department at 301-277-4286 during normal business hours, Monday-Friday 8am-5pm.
Pay your ticket online at http://www.collegeparkmd.gov (with no additional fee) by clicking on “Parking Ticket Online Payments” or the parking meter symbol on the City’s home page and follow the instructions provided.
If a vehicle has been booted due to unpaid parking tickets, payment of outstanding tickets and a boot fee of $35 must be made in cash or by credit card to the City of College Park. If a vehicle has been towed, in addition to satisfying the Citys unpaid parking tickets, the towing company assesses an impound fee of $100.00 and the storage costs are $50.00 per day after the first calendar day of impoundment. If the vehicle is claimed on the same calendar day as the day of impoundment, then no storage fees are assessed; payment of impound and storage fees must be made in cash or credit card.
Contesting Parking Tickets
Individuals who receive a parking citation from the City of College Park may contest the ticket by either requesting to stand trial in the District Court of Maryland or by requesting a review of their citation through the City's Parking Violation Review Process. All requests for trial in the District Court of Maryland or review through the City's Parking Violation Review Process MUST be submitted within 14 calendar days from the issue date of the ticket. The City will honor the postmark date on such requests when they are sent by mail. Failure to submit ANY ticket within the allotted timeframe automatically waives the defendant's right to contest the citation.

Parking Permits
The City of College Park offers a variety of parking permits, from residential permits and visitor passes to non-resident permits for out-of-state vehicles, and monthly pre paid permits for parking at area meters and the St. Andrews Church lot.
What is Residential Permit Parking?
The City of College Park, like many other cities, has a parking space shortage in some of its residential areas. This shortage is caused, in part, by demands for parking space by residents students attending the University of Maryland, as well as commuters on Metro and MARC trains. To help alleviate this problem, the City of College Park established a Residential Permit Parking Program. Residential permit parking is appropriate in those areas in which residents have difficulty parking near their own residences caused by commuter and student vehicles, and off-street parking is not adequate.
Who can obtain Residential Parking Permits?
A residential parking permit is required for any vehicle parked within a permit-restricted area during the posted hours of enforcement. Individuals residing within a permit-restricted area MUST provide proof of residency in order to purchase a residential parking permit. For tenants renting a property within a permit-restricted area, a copy of the lease in the tenants name MUST be provided in order to verify residency, along with a picture ID. Once proof of residency has been established, the resident must complete an application; the cost of an initial and/or replacement permit is $5.00.

Permit Instructions
The Residential Parking Permit should be placed on either the rear view mirror or drivers side dashboard so that the entire permit is visible to parking enforcement personnel. Zone 11 and 11-A parking permits should be affixed to the inside of the vehicles rear window, lower left-hand corner. Failure to comply with these instructions will result in the issuance of a parking citation.
Visitor Passes
For most residential permit-restricted areas within the City, 2 visitor passes are issued to each household, and are to be used only for visitors to your residence. To obtain visitor passes, you must show proof of residency at an address within a residential permit-restricted area. A copy of a lease, current property tax statement, vehicle registration, or picture ID containing that address on it is considered sufficient. Once proof of residency has been established, the resident must complete an application. There is a $1.00 cost for each visitor pass.
For visitors to residential permit parking zone 6, 11 & 11-A
Daily visitor passes for use within this permit-restricted area are valid for one day only, and must have the date of use filled in using ink. Visitor passes without a date indicated, or use of a pencil to fill in the date are considered a violation, and are subject to the issuance of a citation as indicated by the posted restrictions for that area. In addition, altering of a visitor pass is strictly forbidden and will result in the issuance of a citation, with a fine of $100. The cost of a visitor pass for residential permit parking zone 6 is $1.00.
Permit Instructions
Permit parking zone 6 visitor passes should be placed on the driver's side dashboard of the vehicle face up, so that it is completely visible to parking enforcement personnel. Permit parking zones 11 and 11-A visitor passes should be placed on the rear view mirror, or the driver's side dashboard of the vehicle, so that it is completely visible to parking enforcement personnel. Visitor passes of any kind are not valid at City parking meters, the College Park Metro station, or on the University of Maryland campus.
Maryland Non-Resident Permits
Maryland state law prohibits out-of-state vehicles from remaining in Maryland for a period longer than 60 days without obtaining an MVA-issued non-resident permit or registering the vehicle in Maryland. Non-resident permits cost $31.00 and may be purchased at College Park City Hall or at any Motor Vehicle Administration office. Non-resident permits are valid until the expiration of your out-of-state license plates, or for a maximum period of 1 year from the date of purchase. This law applies to those attending school, visiting for a period of 6 months or less, or those residing in the state while on temporary work assignment. Military personnel are exempt as long as the vehicle bears a valid Department of Defense sticker for a military base in Maryland. The non-resident permit allows you to operate the vehicle in the state of Maryland and park on public property, or private property with permission of the property owner. To purchase a non-resident permit, the vehicle owner/operator must complete an application and provide a valid drivers license, current copy of the out-of-state vehicle registration, current copy of vehicle insurance policy or certificate, student ID, or a letter from employer verifying temporary work assignment.

Permit Instructions

Monthly Prepaid Parking Permits
Prepaid parking permits, as indicated bellow, are sold at College Park City Hall to employees of downtown area merchants who have no off-street parking and must rely on parking at City meters as their only alternative. These permits are sold on a monthly basis and vary in cost according to the type of permit purchased.
